ADU Builder in Beverly Crest, Los Angeles
Plenty of homes with a 90210 zip code and a Beverly Hills mailing address are not in Beverly Hills at all. In Beverly Crest, the City of Los Angeles writes the ADU rules and LADBS issues the permit.
Beverly Crest ADUs Follow City of Los Angeles Rules
Beverly Crest is the Santa Monica Mountains neighborhood that wraps the northern edge of Beverly Hills, including the area long known as the Beverly Hills Post Office. The post office name and the 90210 zip code lead many owners to assume Beverly Hills code applies. It does not. These lots are inside the City of Los Angeles.
That has real consequences for an ADU. The Central Area and Hillside Area guides from Beverly Hills, its preapproved plans and its Incentive ADU program do not apply here. Instead, the Los Angeles Department of Building and Safety reviews the plans, Los Angeles City Planning's zoning rules set the envelope, and the Los Angeles Fire Department weighs in on hillside access and fire protection. Water and power come from LADWP rather than the Beverly Hills water department and SCE. We confirm a parcel's city on the first day. The city line zigzags along the canyons, and a few hundred feet can change the entire rulebook.

Hillside and Fire Zone Rules for Beverly Crest ADUs
Nearly all of Beverly Crest is steep, and most of it lies within a Very High Fire Hazard Severity Zone. Los Angeles treats ADUs on hillside lots in the fire zone more cautiously than ADUs on flat lots. Street width, the distance to a fire hydrant and the route a fire engine would take up the hill can all limit which kind of ADU the city will approve on a given parcel.
The ADU types that state law protects most strongly are still available: an ADU converted from existing space, a junior ADU inside the house, and in many cases a new freestanding unit no larger than 800 square feet, set 4 feet in from the side and rear lines. Larger new structures depend more on the parcel's specific conditions, which we check in the city's zoning records before any design starts. Whatever gets built, it goes up with fire-zone detailing (hardened roof, vents and siding), and the owner keeps the hillside cleared of brush.
Building on Beverly Crest Slopes
Steep lots shape every part of the work. A soils and geology report usually comes first, followed by a foundation of drilled piers and grade beams where the unit sits on a slope. Retaining walls are common. Los Angeles hillside rules also govern grading quantities and how much new floor area a hillside lot can carry, and those rules can affect a larger ADU.
Access is the other constraint. Many Beverly Crest streets are narrow and winding, with tight turns and little room for a crane or a concrete truck. Construction parking can be limited to a few spaces along the shoulder. We plan deliveries, pump placement and staging around the street before we finalize the design. Some parcels near Mulholland Drive also fall within the Mulholland Scenic Parkway Specific Plan, which adds its own review for visible construction.

Which ADU Types Fit Beverly Crest Lots
Because new building on a slope is costly and the fire-zone rules can limit what is allowed, conversions are often the best value here. Many Beverly Crest houses have garages built into the hillside below the main level, or lower-floor rooms with their own exterior doors. Either can become a legal ADU or a junior unit with relatively little exterior change.
Where a lot has a flat pad or a usable lower yard, a detached ADU may work, and the City of Los Angeles Standard Plan Program offers pre-reviewed ADU designs that can shorten plan check. Attached additions are possible but need the same geotechnical attention as any hillside foundation.
ADU Options for Beverly Crest Hillside Lots
Under-House Garage ADU Conversion
Hillside garages tucked beneath the main floor already have a foundation, walls and a street-level entrance. Converting one into an ADU avoids new grading on the slope. The street entry is already there. Most need only interior work.
Lower-Level Junior ADU
Many Beverly Crest homes step down the hill, with a lower floor that has its own exterior door. That level can hold a junior unit with a kitchenette and private bath, as long as it stays within 500 square feet.
Detached ADU on a Flat Pad
A graded pad can take a small cottage. State law backs units of that size firmly, though LA still checks fire access for the specific parcel. A soils report and a compact plan keep that cottage practical on a hillside parcel.
LA Standard Plan ADU Designs
The City of Los Angeles maintains a library of pre-reviewed ADU plans. On a suitable pad, one of these can cut design time while we handle the hillside foundation and site work. Site-specific engineering is still needed.

FAQs
ADU Questions for Beverly Crest and the 90210 Hills
My address says Beverly Hills. Why does LA permit my ADU?
Mailing addresses follow the post office, not city limits. Beverly Crest, including the Beverly Hills Post Office area, is in the City of Los Angeles, so LADBS issues ADU permits and LA zoning applies.
Can I build an ADU in the Beverly Crest fire zone?
Often, but the type matters. Conversions, junior ADUs and small detached units have the strongest state protection. Larger new ADUs on hillside lots in the fire zone depend on street access and fire protection conditions specific to the parcel.
How long does an LADBS ADU permit take?
Los Angeles has 15 business days under state law to rule on completeness, then a 60-day window to approve or deny once the file is complete and the lot already has a house. Hillside projects often take longer overall because of geology review and corrections.
Who supplies utilities to a Beverly Crest ADU?
LADWP supplies both water and electricity in the City of Los Angeles. A separate meter or service upgrade for the ADU is coordinated with LADWP.
